    Scott had just reached the station and was about to tap on Winters' office window. Inside were Winters, someone wearing a PITS uniform who, judging from the insignia, was the boss of the guy he had saved, and a couple of cops.
    Scott decided to call first.
    "Winters," she answered, sounding somewhat calmer than was usual lately.
    "Hi, I'm supposed to be meeting you and a representative of the strike team in the near future?"
    "Make it up on the roof. Five minutes."
    "What's up on the roof in five minutes?" one of the cops inquired.
    "My cigarette break," she snapped.
    "You really think now is the best time—"
    "Why don't you guys go out and do something useful, rather than crowd up my office space?"
    "Hey man, we're as involved in this—"
    "Look, there's a whole bunch of stuff going on here. We know those illegal vigilantes are out there somewhere, we got some kind of crime spree going on in the South End, why don't you go deal with that? Or how about the bombing, or whatever? I gotta talk with this guy."
    They slunk out with irritated glances.
    "Look, Mr. Lu," she addressed the PITS leader, then stopped.
    "I know that you are not comfortable dealing with us," he stated understandingly. "But we have been brought in and I want to make sure that this situation is handled as calmly as possible. We have different operating procedures than you had before."
    "I know. I know. But that's our team that you're hunting down out there."
    "We're not exactly hunting them down. It's obvious that there's something going on here that's bigger than what we've been informed of, that's bigger than you know about. We're exploring that. We're very level-headed," he assured her.
    "Okay."
    "I've already received contact, one of the members of my team is here to meet you, and presumably that was the phone call you just received, about Mr. Silver. By all means, have the meeting, find out what's going on. Any information that you get will also come through my man, as long as we're all well-informed we can keep this under control. I only have eight men in this city," he warned her. "I can't afford to risk any of them on anything stupid." He spent a moment listening to his radio and went on. "My people have captured Gordon as well as Needle, they're on their way here right now. Needle voluntarily put on restraints. I think whatever is happening is going to be coming to a head fairly soon. We need to actually figure out what's happening."
    "Will they be able to land on the roof?"
    He smiled. "Our pilots are good enough that they don't have to land. We'll drop off the people up there. Get everyone in one place at one time, and deal with this situation for once and for all."
